This pathway exists for non-specialized, non-mandated communication that does not fall within governed institutional, sovereign, or secured access categories.

Submissions through this pathway are evaluated within governance frameworks appropriate to sovereign, defence, and national-level responsibility. Review considers jurisdictional standing, institutional role, and alignment with the governance architecture under which NeuraLoop operates.
This pathway does not function as a request channel. It establishes a governed entry point for mandate-bearing institutions only.

STEWARDSHIP
Stewardship defines the pathway through which long-horizon responsibility is acknowledged and reviewed.
This section exists for entities engaging with NeuraLoop in capacities where continuity, institutional responsibility, and custodial oversight matter more than transactional access. Stewardship is not a financial construct, a partnership request, or an engagement mechanism. It is the recognition that certain relationships with intelligence architecture arise from duty of care, long-term alignment, and responsibility over time.
Stewardship submissions are evaluated within governance frameworks that consider:
- institutional role and standing,
- responsibility for systems, environments, or populations,
- alignment with long-horizon oversight and accountability.
This pathway supports contexts where engagement is oriented toward preservation, continuity, and institutional responsibility. Review is conducted with emphasis on structural alignment and governance compatibility.

SECURE COMMUNICATION
Governed Confidential Exchange
This pathway exists for situations where institutional communication requires a confidential channel prior to any exchange of sensitive context.
Secure communication is governed. It is not open by default, not continuous, and not implied by inquiry.
Engagement through this pathway is limited to establishing whether a confidential exchange is appropriate under governance, jurisdictional alignment, and institutional responsibility. No material, documentation, or information is exchanged prior to review.
This section establishes the boundary at which public and institutional communication concludes and governed confidentiality review begins.
