Purpose Limitation & Retention
Data and assurance within Division-0 are governed as institutional responsibilities rather than technical functions. This discipline exists to ensure that intelligence remains lawful, bounded, and defensible, without unnecessary accumulation, opacity, or dependency.
Division-0 applies strict purpose limitation to all intelligence activity. Information is interpreted only within the scope of an authorized mandate and only to the extent required to produce governance-grade clarity. Data is not collected, retained, or expanded beyond what is necessary to support interpretation, documentation, and institutional assurance.
Retention within Division-0 is governed by relevance and accountability rather than permanence. Intelligence records exist to support inspection, review, and continuity, not archival accumulation. Where retention no longer serves governance clarity, assurance, or lawful accountability, information does not persist by default.

Inspectable & Attributable Outputs
All intelligence outputs are produced as attributable, inspectable records. Documentation is structured to support internal governance review, external audit consideration, regulatory inquiry, or institutional assurance without reliance on interpretive explanation or informal context. This ensures that intelligence remains stable across time, leadership change, and jurisdictional scrutiny.
Division-0 does not maintain intelligence repositories for speculative use, future leverage, or latent interpretation. It does not aggregate information beyond mandate-defined scope, nor does it preserve visibility where institutional responsibility has concluded. This non-accumulative posture protects both the institution and the requesting authority from unnecessary exposure or implied obligation.
