CLASSIFICATION & PURPOSE BOUNDARY
SIGNET is classified as a governed optical intelligence layer designed solely to provide contextual visual corroboration within spatial safety systems operating under strict authorization, purpose limitation, and institutional control.

Purpose-Bound Optical Intelligence
SIGNET is not positioned as a general-purpose visual capture system, continuous corroboration platform, or open-ended environmental exposure utility. It is explicitly classified as a purpose-bound optical intelligence adjunct whose sole function is to support spatial safety governance in regulated environments where lawful visual corroboration is required.
SIGNET does not operate as a general visual monitoring system and must never engage in continuous or open-scope visual intelligence outside explicitly authorized, purpose-limited contexts.

Subordinate to Spatial Intelligence
Within the NeuraLoop intelligence architecture, SIGNET operates exclusively as a subordinate perceptual layer to INPSN. Spatial intelligence derived from frequency-based perception remains the primary and authoritative sensing domain. Optical perception, where introduced, exists only to contextualize, validate, or document spatial events already identified through non-visual intelligence.
SIGNET does not function as an identity-centric system. It does not default to individual recognition, biometric interpretation, or population-scale visual exposure. Vision within SIGNET is treated as structured intelligence input, aligned to spatial states, temporal indices, and command authorization, not as continuous visual corroboration.

Narrow Purpose Boundary
The purpose boundary of SIGNET is deliberately narrow by design. Optical intelligence may be activated only where operational, regulatory, forensic, or insurance-grade requirements demand visual confirmation in parallel with spatial intelligence. Outside these defined contexts, optical perception remains inactive, decoupled, or uncorrelated as governed by client authority.
SIGNET is architected to prevent functional drift. It does not expand its scope autonomously, introduce independent sensing authority, or alter its operating posture without explicit governance authorization. Any use of optical intelligence beyond its defined corroborative role is out of scope by doctrine and is not supported as a standard deployment configuration.

Deployment Notice Obligations
This classification ensures that SIGNET strengthens institutional accountability and evidentiary clarity without transforming environments into surveillance domains, preserving privacy, jurisdictional sovereignty, and lawful proportionality across all deployments.
Deployment includes signage / notice obligations handled by the client
- Client is responsible for all legally required signage / notice / internal policy disclosures applicable to the premises.
- NeuraLoop may provide templates, but does not substitute site-owner compliance.
- Where notice is required and not implemented, NeuraLoop reserves the right to suspend activation.
